    Delegate Ellington moves to amend the bill on page five, section 3, line twenty, following the word “device” by inserting the following:

    “Without parental consent. Photographic identification of the parent or legal guardian is required.”and

    On page 6, section five, line 5, following the word “article” by inserting the following:

“or fails to obtain parental consent for a minor under the age of eighteen”.
